* Fix PRs sometimes not getting reopened There was a race-condition that means sometimes existing PRs would not be found, and new PRs would be opened. There was a race-condition that means sometimes existing PRs would not be found, and new PRs would be opened. This has now been fixed by fetching existing PRs before making any changes.
